Peel off the skin from the peppers and cut into strips. Heat oil in a large saucepan and cook the fennel, onions and carrots for ten minutes. Stir in the garlic, chillies and tomato puree. Cook for 2 minutes. Add the chopped tomatoes and vegetable stock. Simmer for 15 minutes, uncovered. Blend until smooth and simmer for 5 minutes to thicken. Stir in the basil leaves and peppers. Serve with your cooked pasta.
